Mine are installed but only allows me to use them if I’m online. That wasn’t the case on FS19. Is that going to be permanently or is that a bug ?

I'm on ps5 and the claas xerion pack will not install and always comes up with a error message. Tried uninstalling and reinstalling the game but still will not download the pre-order claas xerion pack. Any help would be appreciated.
