Check that mod description in the mod hub for the tow chain. I tried using it before you came to mod hub and missed that little detail.

In order to use the Chain mod, you have to use the keyboard. If I remember correctly you have to use the alt key and b to connect to the vehicle that you are trying to tow.
Hope a tow chain comes for consoles š
